There are some cool photos of the Confirmation at the Shrine of Christ the King in Chicago on the ICRSS American website. You can see Canon Talarico and Canon Avis wearing the double cotta while they are serving His Excellancy Auxillary Bishop Perry. According to the Ceremonies of the Roman Rite Described states that Canons and other Prelates need to wear the double cotta when assisting at Pontifical functions.
