Was this in the Ordinary or Extraordinary Form? Not that is matters, just curious!
I'm guessing it was the Novus Ordo, you can see a priest in a gothic gasuble next to the His Beatitude. This implies concelebration, which is of course restricted to priestly ordinations and episcopal consecrations in the EF.
