Traditionally, in Catholic Culture wearing such fabrics was for prelates only. Simple priests are "supposed" to wear a fascia of the same material as their cassock, usually, wool. It is the material as well as the garment that indicates the rank of the one wearing it.

the stings are attached to the cassock, they hold the fascia not only in place but from falling! like a thin priest wearing a larger fascia...
