Cardinal Cushing was never really at the Council. He went for 2-3 weeks each year and then went back to Boston to raise money for his missions/charities. At the 3rd session he helped push for religious liberty, as did many of the USA bishops.
Wasn't he an early liberal, verging on extreme at Vatican II. I know that he was not known as a lover of Catholic tradition.
