The timing of your post was a happy coincidence. While looking over the Latin, I was curious what might be the source of such (seemingly) unusual expressions. But before I had a chance to Google the words, I was putting my children down and reading to them from the Book of Isaiah these words: "And the work of justice shall be peace, and the service of justice quietness, and security for ever." Then it dawned on me that I had seen them elsewhere earlier in the day! (Thank you for this and all of your posts from Rome!)
