Yes, a bishop can carry his crozier in Rome but not in the presence of the Holy Father except when the pope is consecrating a new bishop for the crozier is part of the rite. Bishops conferring confirmation or ordination in Rome use the crozier. It is is a sign of episcopal office not jurisdiction.
