Gold medal - that's the insignia of an Officer of the Order of the British Empire (OBE) - civil division because the grey stripes are on the edge of the medal ribbon rather than a single stripe in the centre for the military division. The medal for a Member of the Order of the British Empire (MBE) is silver.
That's Monsignor Charles Burns, from England. An excellent conservative who served as narrator/commentator on many a TV news report in the USA and on PBS about the Vatican or Vatican news. He co-chaired the Vatican coverage of the election of Benedict XVI with MSNBC in 2005. Did a great job!
It is indeed Mgr Charlie Burns OBE, he served for many years as Papal archivist and is now a Canon of St Peters basilica. However he is definitely not from England, he is a priest of the Diocese of Paisley in a Scotland.
