From the zuchetto...a Protonotary Apostolic Supernumerary - the highest grade of "monsignor" outside of Rome until Francis restricted the title to only Chaplain of His Holiness for diocesan clergy and to age 65 or above.. Perhaps he will relent and restore what once was or his successor might do so. Francis said he wanted to restrict the title so as to stop "careerism" in the clergy -- however, where careerism can be seen and felt in its extreme is in the Roman Curia itself where all three grades of monsignor remain in force and at younger ages.
