The Vatican City State and Italy have used the same currency since 1929 (Treaties of the Lateran): Until 2002 that was the Italian Lira, now it is the Euro. The Vatican has the right to mint a certain amount of Euros every year. Most of them never make it into circulation, but become collectors' items. The photo above looks, to me, more like a medal than a coin. Anyone can have a medal made. Even if it looks like a real coin, it is not legal tender.
